Salesforce offers its customers the option to purchase special licenses that allows an Organization's employees, customers, partners and non-SalesforceCRM licensed Users access to a limited subset of standard Salesforce Objects and Content, plus custom objects via a secure "portal" called a community which can have many features. Many of those features are license dependent as is access and sharing of records. Communities are highly customizable.

Security Question for Customer Portal Profile Users
As of now there is no second layer security for customer portal but hopefully Salesforce will be releasing this functionality in future releases

Unable to show chatter messages in SF communities
It’s because the administrator has restricted chatter permission on the profile level, If you are an administrator you should enable them from the Adminster- > Manage Users -> Profiles.
