Could it be that you pasted it on the same page? But in real time situations - would you not put them on a separate pages? Otherwise you'll get as many impressions as conversions.
I don't see any JS errors Adam collect code is on the landing page after user goes through sign up and lands on the confirmation page, that's where the 'conversion code' resides that's what doesn't fire
Yes, I think by List based welcome emails you're referring to Simple Automates Emails, but unfortunately those only work on lists not dataextensions. So it looks like the only way to fire a trigger to new records being added to dataextensions is via API call then.

Having hard time tracking conversions though: Does the Collect Code need to be installed on the landing page, and then ADDITIONALLY this conversion script on the order confirmation? help.exacttarget.com/en/documentation/collect_code/… We tested it this way and the conversions are not carrying over.
