That is true. I also got stuck in this situation . When I changed my email with my gmail email address, I was able to click on the activate link and opened it. Even though I copied and pasted the url from outlook email body, it still was directed to the login page not the password reset. It was really frustrating but whenever you change it to non outlook email accounts, it opened the password change page directly.
