Valid SOQL Query returning zero results in class but expected results in developer console

Question

This one is driving me crazy!

Find the code here:

List<BMCServiceDesk__Urgency__c> urgencies = [Select id, name from BMCServiceDesk__Urgency__c];

Debugging this with system.debug(urgencies.size()); I get:

14:20:36:056 USER_DEBUG [80]|DEBUG|0

Now if I query this exactly within the developer console as below:

Select id, name from BMCServiceDesk__Urgency__c

I'm returned with 4 IDs:

What's going on!? I've tried numerous different query methods that all work within the Dev Console but not within my class?

You have to create your own test data.

Isolation of Test Data from Organization Data in Unit Tests

Starting with Apex code saved using Salesforce API version 24.0 and later, test methods don’t have access by default to pre-existing data in the organization, such as standard objects, custom objects, and custom settings data, and can only access data that they create. However, objects that are used to manage your organization or metadata objects can still be accessed in your tests such as:

• User
• Profile
• Organization
• AsyncApexJob
• CronTrigger
• RecordType
• ApexClass
• ApexTrigger
• ApexComponent
• ApexPage

I have face similar issue , while running the SOQL query returning records in developer console but same soql query returning zero record in Apex class. I was running the Apex class with community user and my apex class declare "with sharing" , community user does not have access for those records, i just change my apex class "Without Sharing" and it work.
