I don't think you can. The API for working with Chatter via APEX is currently very limited, you can't even query based on the contents of the body. Also AFAIK you can't currently create posts from Apex that have Mentions or Tags in them. There is meant to be a pilot of a new Chatter API but we've had no luck joining it.

Okay, a week later I have the answer. With SOQL you can get them all with SELECT Id, Name FROM TagDefinition. Then for each standard object you have a separate table linking records to tags, e.g. AccountTag. Custom objects have their own ObjectName__tag object type which can be queried.

You just need to press the tab-key so the tag is displayed in a small rounded rectangle and has a X-icon on the right hand side (see image below). If you just type the tag-name the tag isn't saved.

I was just reading on this - public tags and topics can't be active at the same time. Topics are default so you need to disable them before you can engage public tags. Topics seem to be replacing public tags but since you seems you can't really report on either maybe the prudent thing is to hold off until topics are more fully baked.
