You can't specify an Id that does not exist in that org, thus the import fails. This is because Id is a read-only, system generated field. If the import did work, this would imply that the Id value would no longer be unique in different orgs. When you choose "External SFTP" as the location type, your Url field should have the absolute path to the ftp folder you need to access.
Example: sftp://ftp.domain.com/folderForSFMC/
You can find your folder's absolute path by viewing the folder in an FTP client and right-clicking on the folder to "Copy URL(s) to Clipboard" (that's the option in FileZilla)....

All strings in Apex and on the Salesforce platform are encoded in UTF-8, full stop. All Salesforce APIs accept input in UTF-8.
If you upload a text file that is not UTF-8 into a File object and attempt to process that file's content in Apex, you may encounter multiple different negative outcomes, or no change at all, depending on exactly what your code does....
