By default they don't unless you set it to via DML Options and the EmailHeader.triggerAutoResponseEmail property. For example:

to get last view date you can use LastViewedDate field on Case
The timestamp for when the current user last viewed this record. If
this value is null, this record might only have been referenced
(LastReferencedDate) and not viewed.

Yes, you can use ant migration tool for that purpose.
To retrieve and update ALL auto-response rules the following lines should be present in package.xml

I'm assuming you have some sort of email alert going out as an action on your process builder. This email alert is trying to send an email, but there's no recipients or the recipient is a user who is inactive.

Sandboxes by default will not deliver emails. You can enable email deliverability in your sandbox or find a non-email way of verifying activity triggering e.g. updating a checkbox field.
