Many of those features are license dependent as is access and sharing of records. Communities are highly customizable.

As of now there is no second layer security for customer portal but hopefully Salesforce will be releasing this functionality in future releases

It’s because the administrator has restricted chatter permission on the profile level, If you are an administrator you should enable them from the Adminster- > Manage Users -> Profiles.
