Salesforce offers its customers the option to purchase special licenses that allows an Organization's employees, customers, partners and non-SalesforceCRM licensed Users access to a limited subset of standard Salesforce Objects and Content, plus custom objects via a secure "portal" called a community which can have many features. Many of those features are license dependent as is access and sharing of records. Communities are highly customizable.

Unable to fill Date/Time field via Live Agent REST API
I had the same issue and reached out to Salesforce Support. They told me that date fields are not supported as of now and referred to this Knowledge Article:

Salesforce Live Agent EndChat api is not working
I don't know if this is still relevant to you. But I had the same issue and it seems like simply deleting this header:
'X-LIVEAGENT-SEQUENCE': '1'
does the trick.
