I'm guessing you'd want to move the FooMock definition to its own .class file. Keep only @isTest declared methods/classes in your test class file.
Or, perhaps that method needs to be declared static …

You just can't create Parnter objects via Apex unless the user has 'View All Data' permissions. I cannot write a unit test that appropriately mimics a standard sales user's creation of a partner. …
