Is it not possible to implement Streaming API on REST based delete?
Just create a trigger on delete event and update a record by a value and reupdate with its privious value .

accessing the Streaming API from a public-facing Force.com Site
streaming api does not expose pushtopics to a guest user .so that we cant get updates on site from streaming api.
