Getting a SOQL query out of a for loop
you can do it in a single query only as "Service_Offering__c " is a parent to "CustomObject__c".You can use relationship queries to achieve this.

invalid ID error using SOQL to get field from related record
Id fields cannot be compared with the '' value. If you need to check for blank , then use "null" instead of ''.
