The Execute Anonymous Apex tool in the Developer Console runs the Apex code you enter using ExecuteAnonymous and generates a debug log with the results of the execution.

Vscode Execute Anonymous Apex with button?
Just an addendum to what everyone else said, you also need to save the file as an "apex" file. If you try to do it as a temp file or other extension, it, in general, won't work.
