We want to check feasibility of invoking API and pass image from marketing cloud to that API in base 64 encoded format. The image need to be encoded into base 64 and then pass into API in apayload? Is this possible in SFMC ?

Yes you can. In particular, you could create the asset in Content builder by REST API.

Host: https://YOUR_SUBDOMAIN.rest.marketingcloudapis.com/asset/v1/content/assets
Method: POST
Content-Type: application/json
Authorization: Bearer YOUR_ACCESS_TOKEN
