Show case picklist values from parent object

Question

I am working on showing picklist value on the basis of user permission set / profile.The picklist values on child needs to be shown on the basis of certain permission assigned to the user. I do not want to go to any custom screen / record type (because chances of them getting increased is possible). Is there any way around. For example a user will have 2 values of a picklist assigned to him , If he will create case only those 2 values should be shown
