Lightning Component:

<aura:component implements="force:lightningQuickActionWithoutHeader,force:appHostable,flexipage:availableForAllPageTypes,flexipage:availableForRecordHome,force:hasRecordId" access="global" >
<aura:attribute name="recordId" type="String" />
        <header class="slds-modal__header">
        <h2 id="modal-heading-01" class="slds-modal__title slds-hyphenate">Cancel Order</h2>
      </header>
      <div class="slds-modal__content slds-p-around_medium" id="modal-content-id-1">
        <p>Are you sure you want to cancel this order?</p>
      </div>
      <footer class="slds-modal__footer">
        <lightning:button name='No' label='No' />
        <lightning:button variant="brand" name='Yes' label='Yes'/>
      </footer>

I think the best way is to remove the modal and use a lightning:card instead. try this code

<aura:component> <lightning:card title="Cancel Order"> <p class="slds-p-horizontal_small"> Are you sure you want to cancel this order? </p> <aura:set attribute="footer"> <lightning:button name='No' label='No' /> <lightning:button variant="brand" name='Yes' label='Yes'/> </aura:set> </lightning:card> </aura:component>
