I am developing a VisualForce page using the below css and html. While I've double and triple checked that the resources are in the org, public, and properly referenced, when I deactivate the org these 2 images don't show up. They show up fine when I click on the preview on the force.com side of things, but the actual inactive site isn't showing them. Maybe I'm just looking in the wrong spaces, but I can't seem to find a solution.

                <style>
              .maintenance-background{
              background-image: url({!$Resource.Maintenance_Background});
                        background-repeat: no-repeat;
                        background-position: center center;
                        background-size: cover;
                        min-height: calc(100vh - 26em);
                        width: 100%;
            }
<div class= "maintenance-background">Content Goes here</div>

<img alt="image" class="logo-main" src="{!URLFOR($Resource.GlobalUIResources, 'logos/image.svg')}"/>
