I created a community in the target org which has the same name as the community in the source org. I retrieved and deployed the metadata from the source org to the target org using Metadata API without errors.

I noticed that the community in the target org didn't change even though I deployed the correct components.

After this, when attempting to deploy any changes to that org I keep receiving the same error:

Error on SiteDotCom {Site Name} (line null, column null) - 
Another user is currently editing the same item so your changes 
can't be saved. Please wait a few seconds and try again.

Any help?

This issue is related to deploying from a higher api version to lower api version (i.e., API 48 to API 47). You will need to either make the change manually or wait until the API version has changed for the target environment.
