I created a new duplicate and matching rule for Accounts based on Shipping Address so that I can generate a custom duplicate account report. I have the report created but it appears empty and I believe it is because the account records have not been scanned/processed. Is there anything I need to do to trigger that process or is just this a matter of time?

Once you create the rule, remember to Activate it on the detail page. The rule will evaluate all existing records, but this process may take some time to complete, depending on how many records you have. You will receive an email once the background process completes.

Through some help from another developer I found this documentation: Run Duplicate Jobs in Lightning Experience.

Within Lightning, go to Setup > Data > Duplicate Management > Duplicate Jobs. Then click the "New Job" button, setup the details and that should begin to process
