Is there a way to restrict adding a Note to different records through "Add to Records" standard button on Notes in lightning?

There does not seem to be a way to remove the default Add to Records button from the Notes standard screen.
However, what you can do is to choose not to add the Notes even if you are adding it while being on a record. Or can make the Note private so that any other User having access to the record does not gain access to that Note.
