Are there any 3rd party tools for coding Visualforce Email Templates which provide a decent editing and preview capability?

No there is nothing like IDE or editor to visualize the VF Email Templates, What you can do is create a HTML markup (WYSIWYG) and add it in VF and just replace the placeholders by VF Tags. – Arvind 5 secs ago edit
