I need to see which customer community users have downloaded a file available on the community portal within a specific time frame.

I found the salesforce release note at this link saying this is possible via the Workbench, as well as a link from the salesforce trailblazer community that said tracking an export history is possible (link). Unfortunately, following the instructions in the release note didn't yield a roster of exports that was intelligible (to me).

Is there a way to get a list of customer community users (listed by name or user ID) and what files they have downloaded from the community portal, and if so, how?

The full features of Event Monitoring come with Unlimited edition of Salesforce. If you have Enterprise or other editions, you will need to pay to get the feature you are looking for. You should look at the Event Monitoring module in Trailhead to see if it will give you the output you need. – David Cheng Mar 22 '18 at 19:29
