I hope any one can help me, I am trying to inactivate a user in Salesforce, and when I try to update the user unchecking the box Active, and I receive a email after 3 or 4 hours saying it can't deactive the user.

    For now, you can Freeze them if you don't want them to have access. If you have a specific error, you should include that in your question. Otherwise, you'll need to contact support, because there's likely nothing that anyone here can do to fix the problem. – sfdcfox May 19 '17 at 15:16

There are consideration which salesforce.com will not allow deactivating the user.

Please follow the below link and make sure any consideration is violating the deactivation of users https://help.salesforce.com/articleView?id=users_deactivate_considerations.htm&language=en_US&type=0
