1) A user wants the notes and attachment related list for certain types of documents (i.e. finance related) and another related list for other types of documents (i.e. management). Anyone know how to get such functionality done? Apex? Or is there a click based solution?

2) Is there a workaround to remove the notes and attachment button in the related list and replace them with a custom button?

    I agree with @MohithShrivastava. This will require an Apex solution. You may even find it helpful to create a custom object to hold your different "types" of attachments. – crmprogdev Mar 8 '16 at 14:24
  • replacing the OOB Notes and Attachments related list is fraught with issues as you have to go to VF+controller; handle Edit-View-Delete, Attach File, New Note, and View All; and if you have Google Docs enabled, the last time I tried this, it was impossible to reproduce this functionality in VF. – cropredy Mar 9 '16 at 0:33

You might want to try new notes feature which will save you from coding, this will allow you to relate multiple records and take stand alone (not related to any record) notes. This is also very helpful for creating tasks from notes

For question #2: you can always create custom button and can modify button assignment from Task buttons,links, and Actions and keep that in related list button list.
