my task is to transfer data from one database to salesforce environment.i have tried using informatica,dataloader,jitterbit etc,. I need to transfer data simultaniously when there is a update in other database.

  • A developer of an external application can integrate with an Apex class containing webService methods by generating a WSDL for the class. To generate a WSDL from an Apex class detail page: In the application from Setup, enter “Apex Classes” in the Quick Find box, then select Apex Classes. Click the name of a class that contains webService methods. Click Generate WSDL.

What you need is logic on other system side. Salesforce by default provide you with standard access to records and objects. You don't have to build any custom webservice on Salesforce side - it will be enought to send request to Salesfroce with data from other system.
