I figured it out. I was modifying the wrong Flow above. I'm in a legacy Org with a ton of band-aid fixes, and they have 2 Flows named almost exactly the same, and they do nearly the same thing. I had chosen the Flow that was named after the team I'm supporting.

I figured this out by going to Builder, then to Home and clicking the Flow from the embedded component there. Before, I was going to Setup > All Sites. Lesson learned :|
