There's aEmail is indeed getting sent after setting on setup named 'Notify New Lead Owner When Updated via APEX' under Lead Settings which if checked sends email to the Lead Owner(s), this works even without the email header property triggerUserEmail.

There's a setting on setup named 'Notify New Lead Owner When Updated via APEX' under Lead Settings which if checked sends email to the Lead Owner(s), this works even without the email header property triggerUserEmail.

Email is indeed getting sent after setting the email header property triggerUserEmail.
