It is enabled in all orgs, even in those that do not have the API (but, you'll get "API_DISABLED_FOR_ORG; The REST API is not enabled in for this organization" if you don't have API access). There's no reason to handle it any differently than you would any API_DISABLED_FOR_ORG error. | |

If any one not enabled, the exception will occur. So i want to handle the exception. To handle , need to trigger exception automatically by enabling some option in sf dev account. I need to restrict limit option manually , exception will be triggered automatically. | |
